I'll field this one!

There is a spot in your ignition switch that umlocks the steering but leaves the electrics off.
It's forwrd with the key until the dash lights up then back one click. Had to think about that a minute. The column will be unlocked and the dash panel dark.

I've flat towed my Rodeo more than 50,000 miles and you can tow it with a Tahoe without a problem if you've got a 5 speed. If it's an automatic then your gonna want to remove the drive shaft from the diff.

There is a way to rig up a boat shifter cable to give you brakes on your Rodeo. It takes some work, but can be done either manually or tie it into the brake pedal. I've used both with my Rodeo before getting a Road Master Brake system on it for towing behind the Motorhome. If you build a tow bar with a spring loaded slide for the coupler you can make your own surge brakes. I'll elaborate on this more if you interested.

Since your military, (I grew up an Air Force Brat) I know funds are tight. A tow dolly could be your best friend if you get some small tires and wheels from the salvage yard fro the front axle. I have some one of my Troopers just to keep it off the ground.

I have tow dollied the Trooper with 30 inch tires with no problem. Just watch those sharp "U" turns.

Of you can afford it though I'd just rent or borrow a trailer to carry it to St Louis. Then go around the steep mountain passes.

We've towed through those places with the Rodeo behind the Motorhome and it would have been nerve wracking if not for the Road Master Brakes. They're not cheap though. You gotta be serious about towing a lot to justify that system.

What about finding a buddy in the Military who can drive it to the new station then hop a MACS home. ( Can you guys still do that?) A lot of my Dad's guys did that way back when.
