Getting the Wheeling Fever

I know this is a old thread but I am trying to figure out a high idle problem (2k hot or cold) on an 89 3.0 montero. I am at the point of replacing the TB. I was wondering what a Fidle valve is and if the 89 has the same thing. I have covered the entire TB and intake with soapy water hoping to get some indication of a vacuum leak but nothing.
