The fuel cutoff solenoid is designed to work on 12 volts m/l and will actually be OK from around 8 volts to 15 volts. The solenoid draws about 1.5 amps at 12 volts.

There are versions of the VE pump which do have a manual fuel cut lever mounted in the side of the top cover.This is usually in addition to the electric cutoff. For safety I think. The older Dodge Cummins, tractors, and marine pumps tend to have the mechanical shutoff. It could be added to a C223 pump but it would be a bit hard to do.
