Also check that the pump has a good ground. Yes, as has been mentioned you can access the pump w/o lowering the tank. Much easier to do on a lift or if you have a lift on your XJ. One other thing to check is the fail-safe switch. I do NOT know exactly where yours is located but it may be going bad. Is was intended by the factory to cut power to the fuel pump in the event of a rollover and when(rarely) they go out they exibit the same symptoms as you described. Find a FSM and look up where yours is located.
