You can bypass the whole thing with a toggle switch. Just be carefull about where you place that toggle switch, as you'll grind the heck out of the ADD coupler if you flip it while rolling down the road.

You can check the action of the switches and relay with the engine off. You'll hear the relay clicking under the dashboard, and you can check the air flow through the vacuum switches in the engine bay by blowing/sucking on the tubes.
