Lower coolant temps make the ECU try to warm up the engine, so it is not going to be running in the normal operating mode. NOx is made by high combustion chamber temps, which are really not affected much if any by the coolant temp. To lower NOx, retard timing (I run 0-2 BTDC on mine for smog) and also run premium gas and make sure the EGR is really clean inside.
