Here are some ideas - most surf fishermen like a front mount so they won't forget about the rods and run into a low overhang area - like the garage header:

Wish I could put one in the front, but the ARB doesn't have a 2" receiver, <img src="/forums/images/graemlins/ignore.gif" alt="" /> they look good though.

You don't have to have a 2" receiver - just make your own unit and mount it however you find convenient - perhaps you could weld a couple of receivers to the top of the bumper so the rack could be removed via pins when it's not needed.

We have all the fish in Okeechobee FL... LOL
Easy to get them when there's almost no water in the lake.
You can go to Tractor Supply & get a bolton 2" reciever ( might even be the bolt pattern for rear). Bolt or weld it on.
Otherwise, go to a local welding shop & ask how much to weld on some 2" reciever stock. If you EVER intend to use (and you eventually will) the front reciever for recovery, make sure it is braced & the right thickness, else you will damage it & have the possibility of personal injury.
