That's a start - and it's the answer to bolts that are too long - BUT - the second issue is the possibility that there's not enough threaded length cut onto the bolt shank and the bolts can bottom out at the TOP of the threads.

Be prepared to take several hours to check and adjust if you want to do the job correctly.
