I've had at least one "dry" rebuilt motor - meaning completely tanked and cleaned - that wouldn't pump oil as I didn't pack that oil pump. You could crank it all day long (without plugs) - still no pressure.

The last two oil pumps I've purchased have come pre-packed, so there must be something to it.

I've packed them with bearing grease.. Vasoline has a lower melt temp, I'm sure.
