I think the full kit comes with all 4 boots, but yes, it covers both inners and outers. I didn't use the installation cone that comes with the kit. I just separated the joint at the inner cup, and removed the cage and balls (just one snap ring). That will give you access to both boots. To do it that way, all you need is boots, band clamps, and I highly recomend the band clamp tool.
