Need a Spot

Since I didn't touch the pump itself(or the timing) from before the rebuild, I was assuming the timing was OK. However, since it requires a special tool that I can't seem to find, I have no way of adjusting it. This fuel starvation issue (if that is what it really is) just started after the rebuild.
