My friend has a stock FJ Cruiser and wants to know the largest tires that will fit without lifting or trimming. He wants to buy a second set of wheels and tires for off-roading because it's also his dd (lots of highway miles).

Does he need to stick with the 17" wheels? IIRC, he has 265/70R17's right now..
