The CO relay is in the passenger side kick panel. They can go bad from time to time. Often the starter coil burns out and you get no relay pulling in while starting. Put the jumper in and that pulls the relay in when the ignition is turned on. Might also be the mail EFI relay that supplies power to the CO relay. You can try putting in a jumper in place of the relay to bypass it for testing. Something like this:
