I'd find still ship it over and have a US firm see if they can part match the leaky capacitors. Not all that hard to do. Take the cover off the ecu and you should see the damage, leaks from can shaped components on wire legs above the board that have caused erosion/corrosion underneath. If it's not too bad (and a US firm may be able to tell from a good closeup image), the caps can be changed by anybody who can do basic electronic soldering work.
