Agreed. I'm not saying to get louvers as a "band-aid" solution. As the others said, you should locate your issue and resolve that. I'm just suggesting louvers as some additional umph to a properly working system.

Do you have anything blocking the the front of your radiator, such as a custom bumper with large expanses of steel or a winch? If so, this could be disrupting the airflow to your radiator.

EDIT: Also, do you have custom skids up front or below which could be allowing less airflow?
