You have leaking camshaft or crank seals from the oil in the timing belt cover, and oil kills belts. Change the belt and replace the seals. Change the crank bolt at the same time.

Headlight washers work when 1) the headlights are on, 2) the wipers are on (IIRC), and 3) the button on the stalk is pushed.
