The way I see it...It was a airborne command post either number one or number two. I'm sure they keep them on separate coasts. It took off from a nearby air force base and did a fly by to access damages. It could have been a symbolic move for the brass on the ground in the Pentagon.

What were they commanding? Well as far as I know we went to DEFCON 3. The Pentagon was on fire so they were commanding or partially commanding EVERYTHING. But who knows it's all classified. Don't you think all eyes were on us during this attack including other governments. I'm sure were hold those Aces very close.
