Yes, it does look like that's correct, but is it impossible to think that someone heard a warning that the building was in danger of collapsing and after several repetitions, the story became "The building has collapsed"? OK, it was reported prematurely - but that by itself doesn't explain how the premature reporting came about. Speculation and conjecture can sure drive conspiracy theories.
