In what part of the world do people say "flip an axle over" instead of Spring Over Axle SOA?

Nobody would try an flip and axle over? (except for rear engine moon buggies and nutty rigs on "junkyard wars"?)

Doing an SOA then adding lift blocks seems about a wrong as you can get. Lift blocks are dealwithable on a rear axle, and NEVER done on a front axle EVER.
