High HC means unburned fuel. A fuel mixture that is too lean will cause this. Your CO reading of 0.07 is pretty lean. Look for a vacuum leak, ESPECIALLY an EGR valve that isn't closing completely at idle as it's supposed to. Sometimes they'll get a little piece of carbon on the seat and stick open.
