I too have a 1995 Toyota (4 X 4) that I just purchased and was amazed that I only get about 15 mpg! I also noted that it has a gas smell when I start it, and was told by a friend that the oxygen sensor in these models (he has one) tend to go out frequently and may be the cause of the bad mpg. 15mpg/city isn't all that unusual for these rigs, driving habits tend to have the biggest impact on city driving. I would start w/a minor tune-up, check/run a higher amount of air pressure in the tires(with in reason).

The pre-OBII O2 sensors do get lazy with age, and while not registering a fail code can still be bad and need to be replaced. Factory spec for replacement is every 80k, if you don't know when yours was replaced last it is time to change it.
