My 86 4runner is making a loud whistling/screaming sound when it is at higher RPMs. What could be causing this?

Check them all, see if any are loose or glazed. To isolate further, you could remove the A/C and/or P/S belts and test drive it. Might also be a failing bearing in an idler pulley on either of those belts. Feel for looseness or gritty feeling in those two pulleys (with the belt off). Bearings can be replaced, I carry some that will fit.
