Are there any down sides to an ARB unit in the front end of my 92 toyota (ifs)If so what other options are out there?

A selectable locker is the best way to go in the front.

ARB is the best locker you can put in the front. My question to you is do you ever plan to do a SAS? If yes I would not waste the money on doing much to the IFS, you will never get the money back out of it, save it for the SAS. If no, go for it!!!

I have toyed with the idea of swapin out the fron end but dont want to spend the time or money to do it (yet)

Do you currently have a locker in the rear?, if not, put the ARB there. With a rear locker you may not find the need for the front one.

I do have a locker in the rear,just want the added traction on the slipery hills around here.

As far as I know, the ARB is the only selectable locker available for the Toyota IFS diff. I have one in my 94. I've been very happy with it.
