I would throw this out of court just because of the faulty premise below.

unless there is a design difference in this one Trooper, the right rear door does not need to be opened to retrieve the exterior mounted spare or the jack / handle and lug wrench located inside the left rear storage area. Could it be that the operator of the vehicle unintentionally placed themselves at risk by not properly securing said spare tire and jack in the locations provided for this purpose by the vehicle manufacturer.
