Not sure on Toyota's, but, with many vehicles, if a working remote isn't available to program a new one off of, then the dealer is the only one that can do it. $300, though, sounds like a ripoff. At a Lincoln Mercury dealership I worked at, it 1/2 hr labor plus the remote. In those cases, though, the remotes were seperate from the key. If the remote is integral to the key and/or if the key is "laser cut" similar to one of these
