I would check the IAC (also known as the ISC or Idle Speed Controller) first. There's a recent thread about this, and the Factory Service Manual gives the procedure to check the coils with a VOM. The flickering lights are most likely due to the alternator not putting out a steady voltage due to your low idle rpms.
