A torn boot doesn't mean noise. It is just a rubber piece that seals out dirt, etc. However, if the boot is torn, it may let contaminants into the joint and then you will get wear or damage which may be indicated by noise.

So the bad news is that if there is ticking it isn't caused by a torn boot, but the torn boot may have led to other damage.
