Sounds like a good deal, when was the timing chain last replaced. They should be changed idealy on a 22R every 90K.
Also IMHO i think the 22r is faster off the line than the 3.sl0w. Actually i think a 22r has more power in 1st, 2nd, and 3rd. Its in 4th and 5th that the 3.0 has more grunt.
My dad has a 95 extra cab with the 3.0 and my truck is rollin 33's w/ 4.88 gears and mine will edge out his in a drag.
-also the 22R yotas with 31's (assuming it has 4.10 gears) will run third gear will run third just about any where, and in third you can take 'em up to 60-65mph pretty easy all though it will be rev'vin pretty high (about 4200rpms)
-you should be able to hold a good speed where ever you go especially if you put 4.56 gears in.
(these are just my opinions from driving both a 85 22R and a 95 3.0 for the past years all over the mountains of NorCal, others might disagree)
