Sounds like you are talking about pinion brakes, and top loading rockwells...unless you go with 40"+ tires, and do some hard wheeling, you won't be needing those at all.

That's what they were and now I know where I saw them at. It was on a truck show on TV last weekend and they were building a buggy with some pretty big tires. And yes they were using some really big Rockwells with pinion brakes. That was extreme but it looked cool though.
