I would love to be able to fix the problem myself, but I live in an apartment complex, and I have no where to work on it. I need it to be fixed ASAP, because It is my Daily driver.

The outer cap on the hubs is threaded, you unscrew it by hand and at least spray a light lubricant in there. The cap may be tight as it seats on an Oring that would be dry.
This is not much more work than checking oil level and tire pressures which I hope can be done at a condo lot.

I got a call from the Mitsu Dealership. They siad they think the hubs are damaged, and want to replace them. They want 650 bucks. Should I have em do it, or oder some superwinch hubs and do it myself? And if I do it myself, how hard is it?

You can by them used for $30-60. More than likely they just need some lubricating. For one thing, both sides will not fail at the same time.
You might want to post who your dealer is since they are dishonest and that will reduce the chance of others being raped by them.
