First, since you seem to have heat at the floor vents, your "mix" door or linkage may be the problem. I think your truck has a physical cable from the heat control to the mix door, but I'm not sure.


Don't know if the Tacoma uses the same heater air flow housing and "mix door" design, but my 2000 4Runner had the same problem..

There's an external cable that goes down the heater (on the side facing the passenger seat) and a cable clamp on the bottom of the heater.. If the cable housing slips out of position, the mix door won't operate... and causes cold air to come out even with heater controls in max heat position.

A simple repositioning of the cable and tightening the clamp fixes the problem...
