Check the ECU coolant temp sensor and also the cold start aux. air valve to make sure it is working properly. And double check the TPS IDLe-E2 setting, both at the TPS connector as well as back at the ECU connector to make sure that is right. If that is off, the ECU is in "run engine real slow" mode instead of "nice smooth idle" mode. There is a difference.

While the intake was off, I did verify again the TPS setting. It's good. Here is another nugget. When I let off the throttle, the idle goes low and then creeps back up to 900 rpms and settles in. Any idea what may induce this? Crawler, I really appreciate your thorough knowledge and firmly believe we'll get to the bottom of this. Thanks!

Check the dashpot operation:

Should let the throttle slowly close instead of slamming shut. You can adjust the set screw to allow for more or less dashpot travel. I set mine to about 1/2 the plunger travel.

And you may want to re-check the TPS on the vehicle, I found mine changed a bit from setting it in the garage to when I hooked up all the throttle linkage and what not on the engine.

Bingo! I know the dashpot is off. I'll set it back to where it engages the stop before the throttle body fully closes. Forgot I adjusted the stop for it awhile back. I checked the throttle linkage and cable when I put the manifold back together and there is sufficient slop to prevent the throttle plate from opening once hooked back up.

OK, got the dashpot set up again. The loping idle is just about gone now when up to temperature and temperature sensor registered .3k ohms. but this morning upon cold start.... it barely idled and I had to keep the rpms @1000-1500 for a bit before it would idle at 800-900rpms. So, I'm thinking that darn aux. air valve is not playing nice again. I took it apart a month ago and it seemed to be working for a bit when it was fairly cold. Well for Phoenix AZ, cold is 40 degrees Now, with the morning temps at @60 it doesn't like to idle at all cold. One more Question... what are the two lines that run from the Power steering box over to the AC idle up adjuster and the intake for vacuum ???

They boost the idle speed when you use power steering at idle.

Hmmmmm.... mine doesn't seem to change the idle speed at all. Thinking about bypassing this and check results.

Likely the vacuum fitting feeding the VSV is clogged, mine was. Easy test, just take the vacuum inlet line and connect it directly to the idle up valve. And you also need the adjustment knob turned up enough to make the idle speed up.

But I have had mine blocked off for years, since my p/s pump has no vacuum switching valve on it.

Finally!!! She's purring like a kitten now!! blanked off the vacuum lines to the VSV on the power steering pump. Then, found one more vaccum leak on the intake right where the EGR is bolted up to the head. Looks like my engine builder while assembling the manifold hosed up the gasket sealing the manifold to the head. Fortunately, I was able to seal it up, reset the ECU and started 'er up this morning and drove it around today and everytime I came to a stop sign... a nice smooth idle at 800rpm's awaited me. I want to thank Crawler and the rest of you for helping me finally resolve this issue. I'm back loving my '86 again
