Likely the vacuum fitting feeding the VSV is clogged, mine was. Easy test, just take the vacuum inlet line and connect it directly to the idle up valve. And you also need the adjustment knob turned up enough to make the idle speed up.

But I have had mine blocked off for years, since my p/s pump has no vacuum switching valve on it.
