There is a TSB about it but I dont remember which one at the moment. Just for clarification, what is it. lb-ft or lb-in? 13lb-ft is 156lb-in. I think most lb-in wrenches can do that, but low range lb-ft wrenches are out there too. Just don't put 13lb-ft on a 13lb-in bolt. Actually, you won't get there.
