it is bleeding the gasoline back into the tank when not running.. To test it do this: Before starting turn the key to the RUN position to make the pump start.. Then after a 5 count hit the starter.. If it starts easier thataway you have found the problem.. This small problem does not indicate a need for changing a fuel pump in winter time..
It should last many more months..or years..
