I will say that he sells complete engine/trans/preprogrammed ECU/modified wiring harness swap kits for $2600 with all smog equipment. These swaps are completely streetable in Cali and he has refereed them himself clearing smog.

You'll have to talk to him and see if he'll do the harness and computer for you to make it a stand alone emission compliant swap...
