I wouldn't think so usually that regulater spring colapses as soon as the preassure builds up. You would need to some how measure the preasure at the return line to see if it's doing that. Are you sure that the reliefe spring is colapsing? Unless the return line is to small and restricting the fuel, you are doubleing the preasure.

We put a Multi port 302 in a ranger and hooked the fuel lines up backwards and it was running but funny acting and found preasure line was at the wrong side of the fuel rail.
