I doubt it.
The axle goes thru the spindle and doesn't even touch the wheel bearings.

The hub sounds like it is locked it.

Take the hub off, take loose small bolts,pull cover,remove snap ring on axle shaft and then remove the 6 large allen head bolts that hold the hub body on.
You should be able to turn cv easily

If not then it sounds like the roller bearing that supports the outer axle(stub axle) as it goes thru the spindle is rusted or seized up.
