Getting the Wheeling Fever

OK, replaced the heater fan early this week and found a small ground wire NOT connected where is should be. This wire seems like it should have gone right where the ECU is held by a screw on the passenger side of the ECU. Any clue what it goes to or what it can effect? I re-attached it with seemingly no effect.
