From all that I have read in California the Jeep would now have to meet the 2000 Silverado smog tests.. OR the tighter of the two vehicles if the 98 Wrangler tests happened to be tighter than the 2000 Silverado..
In other words the vehicle would have to wind up with the least amount of smog between the two engines..
