Your problem could be as simple as the baffle inside the valve cover is allowing too much oil spray into the pcv.. Or the hose opposite the pcv in the valve cover is partially plugged..
In past cases such as yours I have place the "other" valve cover hose to a positive vac supply and that solved the problem of oil in the air cleaner.
