Think about it this way. Atmospheric pressure at sea level is 14.7 psia, so anything that has a higher pressure than 14.7 psia will be a ôpositiveö pressure, or will ôblowö. Anything less than 14.7 psia will be a ônegativeö pressure, or a vacuum, and will ôsuckö. The other thing to think about too, is when you fill up your tires, you are looking at a gage pressure and not an absolute pressure. Hopefully this helps.
