The thing with the signs for the preggos is, at least around here, they say "reserved for expecting mothers." Well my wife expects to be a mother, eventually, and although she is not currently knocked up, the language on the sign is vague enough that she could park there. What if you are already a mother, but have a lot of expectations for your children? They need to be more specific with their wording. <img src="/forums/images/graemlins/lol.gif" alt="" />

How do they determine how many handicap spots a parking lot is supposed to have? Is it supposed to be a percentage of total parking available? Yes, that is correct. My wife being a Landscape Architect mentioned that to me at one point, but also said, there is no rule to WHERE the handicap spots should be, just that there has to be a percentage of the total. There is a lower limit where you don't have to have any, don't remember what that is though.

Look up ADA. Americans with Disabilities Act.
I have a book bigger than War and Peace full of h/c regs. It's not only the number and size of h/c parking spaces. There also has to be an "accesible route" with no more than 1:12 slopes, not over 30' long, and if longer they have to have a 4'x4' level "resting spot". The route has to be 4' wide. If the lot slopes, you can't put the h/c spots way out in the lot. All the braille is in the h/c regs, too. Big business in selling h/c signage of all kinds. As well as restroom handrails, funky buttons on water fountains, lever valves on faucets, and door hardware.
If you build or renovate a building, you have to comply with ALL the regs, including elevators in multistory buildings.
I see the need for the idea, but the implementation is typical gov BS...
