You might save some $$ by sanding the door down yourself to remove the clearcoat, but most shops are going to want to do the work themselves, their rep is at stake once it hits the street.

You could try painting it yourself, if you can find matching paint in a spray can, there are some sandable spray paints available. To sand/prime/paint/finish yourself I think you would still be looking at $50+, I would think a shop like Maaco shouldn't charge more than $200 for a door and fender.
