Well, you're gonna have to spray some oil on the bolts and get them off if you want to remove the heads. If the rust is as bad as you say, you'll have to wring some in order to get the job done. Spray some PB Blaster on them, let it sit overnight and try tightening, then loosening. If you break something, just accept it as necessary to get the job done and fix what you break.
