I thought the idea I gave would raise some brows. In fact, when I heard that the navy used to use it to clean their aircraft, I thought the whole thing was absurd. Than a couple of months ago here comes the owner of the company I work for with this aluminum container, (about the size of a medical oxygen tank) With the label that read, R-11 for the use of cleaning out refer systems after burnouts or changing refrigerants.
A couple weeks ago I had a chance to use it, worked pretty darn good to. It got a lot of garbage out of the system too.
When you blow it through the line sets, you catch the oils and other deris at the other end with a bucket. It does state to use the entire container on a system.
Yes, as a EPA licence holder it is against the rules to knowlagable vent refer. But you are allowed to vent a certain amount of it (I think ten percent of the charge).
With or with out a licence, I don't think a civilian could walk in and buy the stuff. I have not personally went to get it and I don't know how distributor handles the stuff. But it would definitely do the trick.
