I think this is getting twisted. The DNC has the primary dates already spelled out (essencially a contract). Florida and Meatchicken decided, not the DNC, to move their primary dates up thus violating the "contract" and therefore legally can not be counted. The DNC did not decide one day not to count the votes, the states made move and put themselves in the position they are in.
