This is how I checked for a signal.
On the back of the instrument cluster, there is a 2-wire connector (C-06 on the diagrams), Somewhat L-shaped. The yellow-white wire is +5v from the computer, the blue is ground, through the VSS. I hooked my voltmeter up to the two terminals on the connector, and slowly drove forward. The reading on the meter should pulse, if the VSS and wiring is good.
