When my made noise like that it was from the wheel shroud plastic. It had broken loose just enough to rub against the out edge of the tire tread.

On a side note,
I do get a single clunk once in a while when turning and compressing the wheels at the same time. It was explained to me as a bad "half-shaft", I didn't really trust the guy. It still makes the noise occasionally I never heard of "half-shaft" before so I left it alone.
