854Runner, pretty much stock engine and fuel system.

I parked to have dinner one night and afterwards it wouldn't start. Nothing was out of the ordinary.
Here's what I know:
I have spark.
The fuel pump is not working.
Using the jumper does not turn the fuel pump on.
The AFM checked out OK.
The circuit opening relay good.
New Fuel Pump installed.

Where else do I look? I'm lost, please advise.

Do you have power to the fuel pump when you turn the key on?

The new pump could be bad. I would drop the tank and pull the pump to make sure it is working.

No power when I turn the key on. I checked and there is no voltage going to the pump. Old one wasn't bad and the new one seems to be fine too.

I checked power to the circuit opening relay and got less than 1 volt. Will this open the relay? Perhaps this is the problem. Next place to check is the main EFI relay.

A 12 volt relay typically needs 6-9 volts to operate the coil and make it pull in the contact(s).

Here is orders Iwould go:
1. Check battery (obviously it is ok if it cranks)
2. Check the fuel pressure by connecting a gauge to the fuel line nearby intake
3. Check plugs power by pulling a plug out and trying to short it to engine block. Power is there If you see the sparks Be very careful do not get yourself shocked
4. Timing belt will be next

I have definitely established that there is no fuel pressure and no voltage to the fuel pump.

Here are what I believe to be two major indicators of problems:
1: There was a ground cable disconnected
2: The EFI fuse plastic casing was partially melted but the fuse was not blown. If a surge of electricity hit the EFI and the fuse didn't blow, what got trashed??

Unlikely you had a "power surge", probably what happened with the melted part was a high resistance connection (due to corrosion or oxidation) and that makes heat (watts = amps * amps * resistance). So check for bad/dirty/loose connections at the fuse, and at any wire connections between the power source and device.

The schematic shows two fusible links between the EFI fuse and the battery. Any idea where those two are?
